R&R Solutions Launches as New Lobbying and Consulting Firm

R & R Solutions, a newly established lobbying and consulting firm, proudly announces its launch, bringing together a team of principals known for their deep understanding of Maryland’s unique legislative and policy landscape. With decades of combined experience in government, public policy, and strategic advocacy, R & R Solutions is set to become a leading voice in the local, state, and national policy arenas.
Leadership Team:
Robert D. Rauch, Founder and Chairman of the Board of RAUCH inc., has decades of experience in civil engineering and project management. He has significantly contributed to Maryland's economic development through numerous high-profile infrastructure projects. Rauch also served on the University of Maryland System (UMS) Board of Regents, where he provided valuable insights into Maryland’s higher education system. His leadership and expertise have made a lasting impact on the state's growth and development.
Jeannie Haddaway-Riccio is a distinguished leader in government relations. She began her public service career as a delegate for District 37B in the Maryland House of Delegates, serving from 2003 to 2015. She was the youngest woman in the nation to serve in that capacity at the time. Haddaway-Riccio was a top advisor to Governor Larry Hogan as Deputy Chief of Staff, where she played a pivotal role in shaping Maryland's environment, energy, natural resources, agriculture, transportation, labor, and IT policies. In 2019, she was appointed Secretary of the Maryland Department of Natural Resources where she served until 2023. In 2023, she joined RAUCH inc. as Vice President of Government Relations & Grants.
Ryan Snow is a consultant specializing in economic development and infrastructure matters. He is adept at identifying grant funding opportunities to support clients’ impactful projects. Snow held multiple senior roles within the Hogan-Rutherford administration, including Director of Intergovernmental Affairs, where he served all of Maryland’s jurisdictions. He also worked as Project Manager for Talbot County Economic Development and Tourism and began his career at Shore United Bank.
Jennifer Williams is a respected attorney, real estate broker, and former President of the Talbot County Council. Known for her commitment to economic growth and community development, she played a key role in Talbot County by implementing policies that supported local businesses during her tenure. Her legal expertise and dedication to public service have made a significant impact on Talbot County.
